Brazil Busts Billion-Dollar Illegal Gambling Operation

The enforcement action called Operation Conto da Sorte was launched on Thursday by the Federal Revenue Service in coordination with state Public Prosecutors’ offices to probe into a massive illegal gambling scheme linked to 37 companies with an estimated financial turnover of BRL50 billion ($9.7 billion).

This information was verified by the Minister of Finance, Dario Durigan, and the federal government in their statements. The Minister underlined that there is zero tolerance for illegal betting. 

The operation encompasses 14 search and seizure warrants across the states of Pernambuco, Ceará, and São Paulo. Authorities sought to gather documents and electronic evidence while assessing the operational structure of the companies under investigation.

The court also ordered the freezing of up to BRL145 million in assets, which may be used to compensate for losses linked to the alleged illegal scheme.

Authorities allege that the group established dozens of companies in the gambling, betting, and payment-processing sectors before transferring them on paper to third parties who lacked the financial means to manage them. 

Some of these individuals were emergency aid recipients, yet the operation’s leaders continued to control the companies’ finances.

According to investigators, the scheme accelerated after the Bodó (RN) City Hall set up the LOTSERIDÓ autonomous agency, which improperly accredited betting companies. Following the agency’s closure, the operators continued to offer services without SPA authorisation.

Operation Conto da Sorte stands among the most extensive efforts ever undertaken to dismantle Brazil’s illegal betting market.
