The latest report on H2 2025 from the Netherlands Gaming Authority (KSA) suggests that there have been no changes in the legal market since H1 2025.
Data indicate a stable base for both consumers and operators, but growth in the illegal market. From July to December 2025, there were barely any improvements in operators from 30 to 31.
The Netherlands Gaming Authority (KSA) has released reports suggesting that around 810,000 players participated in licensed gambling, down from 850,000 in the first half.
These figures are in stark contrast to player accounts, which jumped by 100,000 during H2 compared to H1. The reason is that the player is creating multiple accounts across online gambling website software in response to the net deposit limits that came into effect in October 2024.
H2 Gambling Capital revealed that gross gaming revenue of €602m was similar to the H1 report.
KSA understands that the size of the legal market is not directly proportional to the channelization rate.
However, there have been improvements in channelizationh. The committee believes this is due to players having heavy financial losses in an unregulated market.
