Latvia Merges Gambling Regulator With Tax Authority

  • Latvia has officially integrated its Gambling and Lottery Supervision Inspection into the State Revenue Service.

Lavita’s government moves to combine Gambling and Lottery Supervision Inspection with the State Revenue Service (SRS). The regulatory shift, which aims to simplify administrative processes and boost supervisory efficiency, has been effective as of 1st  April 2026.

The Ministry of Finance said that the regulatory restructuring was done to “streamline state administration resources and strengthen the supervisory capacity of the gambling and lottery industry, by integrating it into a unified tax and supervisory administration system”.

He further added that bringing the gambling regulator and tax authority together under a single authority makes it easier to detect financial and legal risks involved. 

Lavait’s lawmakers approved this policy change back in October 2025 and included it in their 2026 Budget.

Two units have been deployed within the State Revenue Service’s Non-Financial Sector Supervision Department, designated for IAUI’s supervision and control roles.

Alongside the regulatory reform, there was a rise in tax that came into effect from  1 January 2026. The tax rate seems to have grown from 12% to 15% of GGR for operators offering gambling services. Taxes on betting and bingo activities were also raised from 15% to 18% and from 10% to 12%, respectively.

Officials believe that this new hike in tax rates can provide the government with an additional €9.2 million in revenue.
