SB 118 CLEARS COMMITTEE, VIRGINIA iGAMING WAITS UNTIL 2028

The substitute version of the Senate iGaming Bill, SB 118, has been approved by the committee.

By adopting SB Bill 118, which aligns with House Bill 161, the committee has removed the automatic July 1, 2027, effective date.
The Virginia Senate passed the online casino bill after aligning it with the House version, delaying the iGaming launch until 2028 with a two-session enactment. As per the House-aligned version, the bill will not take effect unless reenacted by the 2027 General Assembly.
In the meeting, the committee approved the amendment to the bill that contains the same reenactment language as HB 161 without substantive discussion, then reported and referred it to appropriations.
The committee has also forwarded other Senate gambling bills. The version of the SB bill, if enacted, would require the Virginia Lottery Board to begin accepting notices of intent on July 1, 2027, and to issue regulations by January 1, 2028.Â
HB 161 states that operators who submit within 60 days of enactment must be given equal opportunity to launch on the same day. Operators who miss the 60-day window have to wait at least 6 months before commencing operations.
