Netherlands regulator Kansspelautoriteit (KSA) has expanded its regulatory efforts, purely focusing on illegal gambling operations in the country. According to the plan of the Supervisory Agenda for 2026, the regulator addresses five core areas that include unlicensed operators, youth gambling, advertising practices, duty-of-care compliance, and anti-money laundering.
The regulator aims to work closely with licensed operators, other regulators and industry stakeholders.
The first focus is to bring a strong emphasis on fighting against illegal gambling. The primary objective is to disrupt the infrastructure of illegal iGaming providers. This makes unauthorized platforms harder to access, promote, and less visible.
The second area that is highlighted is to reduce the exposure to gambling, especially among young and minor adults aged around 18-24. The authority plans to expand the campaign that spreads awareness about gambling risks, especially among minors and young adults.
The next target is advertising; already, operators of the country face advertising rules. Further measures are also discussed and are underway to tighten the advertising controls in the region. Using role models in gambling adverts is strictly banned and is considered unethical.
The KSA will closely examine the operational activity of licensed sites. This includes the operator’s compliance with updated rules on player protection measures.
Lastly, efforts have been initiated to incorporate new anti-money laundering practices that facilitate safe and secure gambling for players and scrutinize the illegal market as well.
