Finland has moved from a state-monopoly gambling model to a more competitive dual-licensing system after the governor’s submission of legislative proposal HE 16/2025 this week.
The new structure implies mandatory B2B supplier licensing, with plans ahead to formalise state-owned operator, Veikkaus, into separate operational entities, which will come into effect.Â
Experts validate that the newly formed legislation will enable a dual license framework that includes B2C gambling game licenses and B2B game-software licenses.Â
Casino software operators are eligible to apply for a licence with a maximum validity of 5 years. The total tax imposed on them equals 22%Â on their Gross Gaming Revenue (GGR). The applications are set to be available from early 2026.Â
This model is to ensure that licensed operators utilise software supplied by approved B2B providers.Â
