São Paulo Governor Calls for End to Betting in Brazil

São Paulo Governor Tarcísio de Freitas has joined a growing group of Brazilian politicians calling for stronger action against the country’s betting sector.

Speaking during a health-focused debate in São Paulo, de Freitas argued that Brazil should end betting and treat gambling addiction as a public health issue rather than simply an entertainment concern.

The governor, who is seeking re-election, compared the current situation with previous public health campaigns against smoking. He said gambling addiction should be recognised as an illness and supported the creation of a national programme dedicated to prevention and treatment.

De Freitas also linked the growth of betting with increasing household debt in Brazil. He claimed that 20% of Brazilians’ income is committed to gambling, although he did not provide a source for the figure.

His comments come as Brazil’s regulated online betting market continues to expand following its launch in January 2025. The market has also faced increasing political scrutiny over gambling-related harm and consumer protection.

The governor’s position reflects a broader political debate over the future of betting in Brazil. President Luiz Inácio Lula da Silva has also recently increased his criticism of the sector, adding to pressure on operators and regulators.

Industry representatives expect betting to remain a significant issue during Brazil’s election campaign. The National Association of Games and Lotteries has previously acknowledged that operators are likely to face continued political criticism during the period.

However, industry leaders have also argued that the regulated market can develop further once the current period of political pressure passes.
