GCI Highlights Massive Rise In Illegal Gambling Market

A study by regtech supplier Gaming Compliance International (GCI) claims that the global value of unregulated online gambling reached $5.9 trillion in 2025.

The GCI’s Online Gaming 2025: Global report was published on Sunday, revealing a  4% raise from $5.7 trillion in 2024. The trajectory represents continued growth from last year’s tally of $5.7 trillion, 12%  increase from 2023’s total of $5.1 trillion. 

Only online gambling activities were taken into consideration, eliminating retail or land-based gambling operations. The analysis is conducted with only active operators, targeting the local market. Even accessible but non-transactional data is excluded. 

GLI defines “unregulated” online gambling as transacting unlicensed products that actively target local consumers.

It applies to a wide range of gambling activities such as sports betting, unregulated prediction markets (except in the United States), casino games, poker, crypto gambling, and lotteries.

The analysis found that unlicensed gambling operators account for an exquisitely 78% of the GGR of global online gaming in 2025. So only 22%  belong to licensed operators. 

GLI report further reinstated that the unregulated sector has become the world’s third-largest economy, just behind the USA and China. Unregulated online gambling is considered a hub for cybercrime worldwide.

The report also discussed the new concept “White Noise Marketplace.” It states that the players could not differentiate between regulated, unregulated, and “unacknowledged” gambling products.
