South Carolina To Permit On-Site Horse Wagers Bill

The Senate Finance Committee advanced the bipartisan bill on a 12–6 vote. The proposed bill aims to boost the equine market by legalising online race betting in the region.  

This framework is to ensure that gambling remains limited to South Carolina events. The Equine Advancement Act, which is being led by Sen. Michael Johnson, allows wagers present in the premises to place bets on live horse races through approved mobile apps. 

The on-site requirement is enforced through geolocation technology built into these apps. Currently, the bill permits bettors to participate in major horse racing events that include the Carolina Cup and Colonial Cup in Camden, the spring and fall steeplechases in Aiken, and the Steeplechase of Charleston. 

Reports from the Department of Agriculture Study suggest that the gambling industry can generate between $1.9 billion and $2 billion in annual economic activity. And it also supports roughly 29,000 jobs. 

Senator Johnson mentioned in his statements that “The goal is to take the proceeds from this and pump that directly into our equine industry, horse training, horse farms, horse racing, all of those things, so that they have an opportunity to compete with the other states that already have this”. 

The Equine Advancement Act represents the calculated approach the legislative assembly adopted, offering locals-only access to gambling during horse racing events.
