Spain Penalises 32 Operators for Gaming Violations

The Spanish regulator announces hefty fines amounting to EUR 33 million on 32 gambling operators.

Spain has tightened its grip on the gambling market by introducing strict regulatory policies.Â
Spain’s Ministry of Social Rights, Consumer Affairs, and Agenda 2030 has sanctioned fines totalling above EUR 33 million (approximately $38 million) on 32 gambling operators. Among these 6 foreign companies that operated outside the regulatory laws were subjected to severe punishments.
As per the Directorate General for Gambling Regulation (DGOJ), these 6 companies were heavily penalised with each EUR 5 million ($5.75 million). The offshore operators sanctioned were YZ Entertainment, Moonrail Limited, EOD Code SRL, Samaki, Lone Rock Holdings, and Novaforge.
The other 26 were licensed gambling operators who have violated Spain’s Article 40 of Law 13/2011, which regulates gambling. Depending on the nature of the violation, that accounts for EUR 3.5 million ($4.03 million).Â
The Ministry highlights that these measures reflect strong enforcement efforts made in 2025, as Pablo Bustinduy’s department has issued 58 serious and very serious sanctions totaling nearly EUR 111 million ($127.7 million).Â
After the July 2021 reform was introduced, a sum of 212 sanctions was publicly announced, amounting to EUR 496 million (approximately $570 million) in penalties.Â
