KSA Reports 16% Decline, Warns Of Illegal Gambling

Dutch gambling regulator Kansspelautoriteit (KSA) has raised new concerns over the growing impact of illegal operators in the country.  

The latest report, including the first half of 2025, indicated a substantial decline of 16% in the overall GGR for iGaming compared to the second half of 2024, as revenue dropped to €600 million. Online casinos lead the chart, continuing to attract more users along the way.

KSA regulator states that this decline was partly due to extensive online gambling rules in the region. Introducing a new deposit limit has curbed the player’s spending with each operator. Interestingly, in the same timeframe, the number of active online accounts has risen to 1.29 million in H1 from 1.18 million in 2024.

The regulator further elucidated that users are creating multiple accounts across different platforms to gamble more. The dip in wagering from 51% to 49% through legal platforms suggests that more users are inclined towards illegal iGaming platforms.
