Italy’s Gambling Regulations Face Major Changes Under 2027 Budget

Italy's Gambling Regulations

Highlights:

  • Italy’s 2027 budget proposes higher gaming machine taxes while doubling the maximum slot stakes from €1 to €2 and the maximum prizes from €100 to €200.
  • Land-based betting, slot, video lottery terminal, and bingo concessions could be extended until 31 December 2029.

Italy’s gambling regulations could see significant changes under the proposed 2027 budget, with higher gaming machine taxes, increased slot limits, and extended operating concessions for land-based operators.

The proposed measures are expected to generate approximately €952 million in government revenue during 2027, according to estimates included in the budget documentation.

Under the proposal, the maximum permitted stake per slot game would increase from €1 to €2. The maximum prize would also double, rising from €100 to €200. These adjustments could affect player activity and revenue across Italy’s retail gambling sector.

The proposed changes form part of broader efforts to revise Italy’s gambling regulations and update the country’s land-based gaming framework.

The budget also introduces an authorisation system for esports and LAN gaming venues offering skill-based games without cash prizes. These establishments would require approval from the Customs and Monopolies Agency (ADM).

Separate authorisation fees would apply to gaming devices, physical venues, and online platforms. Betting activities would remain prohibited at these locations.

Meanwhile, the proposed legislation does not introduce a new tax on online gambling. This means the immediate financial impact would fall mainly on land-based operators.

The proposed extension of betting, slot, video lottery terminal, and bingo concessions until 31 December 2029 would provide operators with additional time under the existing framework.

For iGaming businesses, Italy’s proposed changes highlight the importance of monitoring taxation, licensing requirements, and regulatory developments when planning European market expansion.
