MGM and Osaka Gamble on Japan’s First Integrated Resort

Japan’s first integrated resort project is taking shape in Osaka. The development marks an important step for the country’s casino industry.
MGM Osaka is a joint project between MGM Resorts International and Japanese financial group Orix. The resort is being built on Yumeshima Island in Osaka Bay.
The project requires an estimated investment of ¥1.5 trillion (US$9.5 billion). It is targeting an opening in late 2030. Moreover, it is currently one of Japan’s largest construction projects.
MGM Japan President and CEO Ed Bowers has recognised the challenges of introducing casino gambling in Japan.
He also acknowledged public concerns about gambling-related harm. However, he highlighted the project’s potential to support tourism and economic growth in Osaka.
The resort will cover around 49 hectares and include three hotels with approximately 2,500 rooms. In addition, it will feature large meeting and conference spaces, a 3,500-seat theatre and several tourist attractions.
According to the updated development plan, MGM Osaka expects to generate ¥520 billion in annual revenue. Gaming activities are projected to contribute around ¥420 billion. Japanese customers are also expected to account for about half of the total revenue.
Responsible gambling will also play an important role in the resort’s operations. MGM plans to introduce a programme based partly on its US GameSense initiative. The company will work with Osaka authorities and the planned Osaka Addiction Center.
Overall, MGM Osaka could shape the future of Japan’s integrated resort industry. Its performance may also show how casino resorts can support the country’s wider tourism goals.
