A proposed ban on online casino games for licensed betting companies in Brazil could significantly increase the country’s illegal gambling market, according to a technical study by the National Association of Games and Lotteries (ANJL).
The study estimates that illegal platforms could increase their market share from the current 41% to as much as 82% if licensed operators are prevented from offering online casino products.
The association reported that an average of 13.7 new clandestine gambling websites were registered each day between June and August 2026. During a monitoring period from 11 to 18 September, ANJL identified 6,409 illegal betting domains that remained accessible to users.
The association also highlighted potential consequences for consumer protection and government revenue. Licensed operators are required to follow regulatory measures covering areas such as responsible gambling, player protection and financial controls.
The proposed restrictions come as Brazil continues to develop its regulated betting market and strengthen measures against unlicensed operators. The debate over online casino products could therefore have implications for both legal operators and the wider gambling ecosystem.
The ANJL study has added to discussions over whether restricting licensed casino offerings could unintentionally increase demand for offshore gambling platforms.
