The decision to use a provisional measure would allow the proposed restrictions to take effect immediately, rather than waiting for the longer legislative process normally required for a full bill. The timing has attracted attention because Brazil is approaching its elections.
The government has faced growing criticism over gambling-related debt and concerns that betting could contribute to financial difficulties for households. These concerns have increased pressure on policymakers to introduce additional controls over the industry.
However, the proposal has also created divisions within the government. The Ministry of Finance has highlighted the importance of the regulated betting sector to Brazil’s public finances and has reportedly resisted more drastic restrictions.
