The Administrative Court of Appeal (Kammarrätten) in Sweden supports the denial of a retail bingo terminal licence. On Tuesday, the regulator’s decision was upheld, restricting whether bingo can lawfully be offered under Sweden’s Gambling Act.

By issuing this ruling, the court nullified a previous November 2024 decision from the Administrative Court that had approved the retail bingo business.

The conflict over the bingo retail terminal dates back to June 2023, when an operator applied for a licence to provide charitable bingo via electronic bingo terminals situated in 297 retail outlets across Sweden, mainly in small shops and kiosks. 

The association aimed to operate the terminals beyond the scope of traditional bingo venues.

Later, the license was rejected by Spelinspektionen in March 2024. The reasoning is that non-temporary electronic bingo terminals outside of traditional bingo halls are against the statutory “suitability” requirement.

After reviewing Spelinspektionen’s appeal, the Kammarrätten set aside the November 2024 judgment upholding the regulator’s original decision to deny the licence.

The court underlined that the legislation governing gambling adopts a conservative approach to self-service gambling terminals.
