Greece Posts Modest Gaming Revenue Growth in 2025

  • EEEP report reveals moderate growth in nationals’ gambling revenue for 2025.

On Tuesday, the Hellenic Gaming Commission released an annual report indicating a slight increase in the nation’s gambling revenue, with robust regulatory and technical requirements in 2025.

Greece’s gross gaming revenue stands at €3.07 billion in 2025, reflecting a rise of 6.7% from  2024. 

Land-based has been the leading sector, producing €1.88 billion and accounting for 61.2% of total GGR. The remaining 38.8% belongs to remote gambling, which has grown 10.5%  year-on-year. 

According to the EEEP, supervisory income totalled €23 million, with all funding coming from statutory sources. Gambling-related taxes, levies, and licence fees generated €1.17 billion in public revenue, up 11.2% year-on-year.

The €1.88 billion of Greece’s land-based gambling market in 2025, number games such as KINO accounted for the largest share of revenue, contributing €711.3 million, or 37.8% of total land-based GGR.

It was then succeeded by land-based sports betting, producing  €414.2 million and accounting for 22% of total revenue, while Video Lottery Terminals (VLTs) contributed €365.9 million, representing a share of 19.5%.

With 38.79% of total GGR coming from remote gambling in 2025. It includes 24 licensed online operators, with more companies moving through the licensing process.

Fixed-odds betting, covering both real-world and virtual events, accounted for 40.3% of online GGR, with live casino, poker, slots, and other gaming products contributing the remaining 59.7%.

The commission has introduced the preliminary stage of the central player registry, creating a unique player identification across various licensed operators. 

Player protection remained an important priority throughout the year. The regulator received 57 indefinite self-exclusion requests, with 84% of applicants being men and 63% aged 35 or younger.

The regulator increased its crackdown on illegal gambling by issuing six blocklist updates during the year. This raised the number of blocked domains from 9,590 in 2024 to 12,642, and it also received 586 whistleblower reports.

The government in March claimed that the state had suffered a loss of around €400 million due to illegal gambling.
