Netherlands: No Tax Change Despite Gambling Revenue Dip

The country’s state minister for taxation, Eugène Heijnen, has opposed any policy change to counter the anticipated drop in gambling revenue. He also said, “It is true that the estimate for revenue has been revised downwards this year”.

KSA regulator published in August indicates that iGaming revenue could lose $47 million due to recent tax increases for the gambling sector. Initially, there was an increase in tax rate from 30.5% of GGR to 34.2%, effective from 1st January 2025. And it could be further raised to 37.8% GGR from 1st January 2026.

The data from the Licensed Dutch Online Gambling Providers (VNLOK) trade body reported a 25% decline in GGR in the first half of 2025, voicing a need for change in the tax framework.

However, the Ministry of Finance remains optimistic in collecting an additional €200 million yearly from 2025 to 2028 due to the tax hike.
