ITALY'S iGAMING PREPARES FOR MAJOR SHIFT BEFORE 2026

Italy’s iGaming market is undergoing a significant transformation, marked by major changes in the regulatory landscape for online gaming. The new framework has raised the entry barrier for iGaming operators, with an upfront license fee of €7 million for nine years, plus an additional annual fee of 3% of NGR.

The betting and casino services are taxed at 24.5% and 25.5%, respectively, and contribute 0.2% of the GGR to responsible gambling. This ensures that only 46 out of 93 operators have qualified for the second stage of licensing. The operators who fail to qualify are facing strict compliance deadlines and new obligations before the start of the fresh regime in March 2026.  

Less competitiveness in the market can lead to enhanced stability and growth potential that can help achieve long-term success.

Francesco Papallo, Altenar’s Regional Director for Italy, says: “We expect a more consolidated and transparent market, committed to long-term investment, innovation and responsible gaming practices.”  

He also sees this as a consolation, where large-scale entities occupy a significant portion of the market, making it difficult for small-scale operators.
