Ecuador's Possible Revival of the Casino in 2025

A land-based casino is to become operational in Ecuador via public referendum, which is supposed to happen in November. The land-based was then banned in this region in 2011, under the reign of President Rafael Correa. The referendum is likely to revive casinos within 5-star resorts.
This agenda has been part of the proposal by the current President, Daniel Noboa. On August 5, Noboa set out seven questions to be part of the referendum coming ahead. However, it was rejected in the first attempt as it seemed unclear from the public viewpoint.
Later, the question was reframed, revolving around legalizing gambling in 5-star hotels.Â
The previous year, Ecuador introduced reforms for its online betting grey market, proposing a 15% tax on gross revenue for sports betting from 1st July 2024.
Apart from this, there is a 15% withholding tax on player winnings. The removal of the ban on sports betting ads is another indicator of widespread acceptance of gambling in the country.
